MINISTÉRIO PÚBLICO DE CONTAS: ORIGEM E EVOLUÇÃO HISTÓRICA NO BRASIL

Resumo

O trabalho se propõe a estudar a origem e a evolução histórica do Ministério Público de Contas, ou Ministério Público junto ao Tribunal de Contas, tendo em vista a necessidade de conhecer a natureza de suas atribuições constitucionais e a sua participação no exercício do controle externo sobre a Administração Pública. Para tanto, o trabalho aborda a origem da função de controle externo da Administração Pública, descrevendo como surgiu em Portugal as primeiras instituição de controle externo que influenciaram suas congêneres no Brasil. O trabalho acompanha as mudanças pelas ocorridas nos órgãos de controle externo no país, desde o surgimento do Tribunal do Tesouro Nacional da época imperial, passando pelas constituições republicanas, pelo golpe militar de 1964 até a atual Constituição Federal de 1988. The article studies the origin and the historical evolution of the Ministério Público de Contas, or Public Ministry of Accountability, the body of independent prosecutors working with the Audit Courts in Brazil, considering the necessity to understand its nature and the role it plays in the activity of auditing public expenditure. The assay describes the origin of the auditing activity and how was created the Portuguese auditing system, which influences directly the Brazilian system. The essay follows the changes occurred to the Brazilian auditing system through history, since the National Treasure Court of the imperial time, through the republican constitutions, military overthrow of the government in 1964 until the republican constitution presently applied KEY WORDS: Court of Audits, Public Ministry of Accountability, audition on public administration, audition on public expenditure, origin, historical evolution.
